If you want say 100 ml of the 3% solution, you need

97 ml of water
3  ml of 100% H2O2

But you don't have 100% H2O2, you have 35%

Each ml of the 35% has 0.35 ml of H2O2 so you need 3/0.35 = 8.6 ml of the
35% to give you the H2O2 you need. BUT, the volume of water needs
adjusting to 100 ml

So, you need 8.6 ml of 35% H2O2
and water to make 100 ml (100-8.6) =91.4 ml.

You can, of course use any measure you want, like oz, pints, whatever.

Put another way 8.6/91.4 = 9.4 % by volume of H2O2.

It would be a lot easier just to buy a bottle of 3% at your local grocery
or drug store.
