I can see two groups pushing for this:

Local retailers who are losing business to on-line shoppers. They don't
care how much it costs the end user, as long as they get the business.

Ever greedy state politicians who never have enough money to buy their
offices.

If this goes much further, I can see eBay starting to collect sales tax
too. And probably on shipping as well.
