You might need 2 or 3 packages from Radio Shack, for, say, $6.00.
But then you would have 83 grommets in other sizes for the times
when you need those.  I can't argue with R.S. selling you an assortment;
that's a convenient way to buy them.

Ten from Lowe's would be $12.70.  But if I need ten and am willing
to mail order them then they would cost about 80 cents.  (Plus $10
shipping, since these companies can't seem to think there is any way
to ship but UPS or FedEX, even for tiny items that could go by first
class mail.
