[Boatanchors] Postal Inspectors

My beef is not with the PIs. They have helped me out a number of times
when I've paid for something with a USPS MO and not gotten anything or it
was deceptively not as described.

My comment is directed at the USPS management, who makwe utterly
irrational decisions.
