I suppose one way to stop wasting the patron's funds is to eliminate the free boxes for Priority rate mailing and to eliminate Media rate altogether.

I would think the purpose of the USPS supplied Priority rate boxes is to promote the use of Priority mail service vice parcel post and promote the distribution of printed materials via media rate.

Notice that I suggested the USPS change the DMM to reflect magazines over a certain age would be permitted by Media rate mailings, simply because the old commercial ad matter isn't reflective of current marketing.  

If no one abused either the use of the boxes or the media rates, I am sure the Postal Inspectors would have far less to do.
