[Boatanchors] FS items

Unless things have changed, my understanding is that media mail cannot be
used for anything with advertising in it, no matter how old.  There was
another category, which name I forget, that could be used for magazines and
catalogs and the like, but I think it has been discontinued.  (This is not
gospel, but what I've been told over the years!)
