[Boatanchors] Need 144MHz repeater recommendation

Hello;
    We here in Korea are planning to install ten 2m repeaters with funding 
from government for amateur radio service. Since there has been only a few 
2m repeaters in Korea we do not have much experence with them. Now we 
have an Icom RP1520 2m and a few Yaesu VXR5000 UHF repeaters in service in Korea.
     So could someone recommend rather simple, reliable and field proven 
design 2m repeaters and duplexers currently in production? Our budget is about 
$4000US per repeater and duplexer set.

I personally prefer the following features.

- Non-crystal controlled. 
- No personal computer controlled.
- Remotely turn on-off by radio DTMF pad.
- Frequency selection should be able to be done by selectable switch inside.

Also we need recommendation of good lightening protecting device. We used simple 
cheap in-line-coax type before but it did not protect the repeater on top of a high mountain.

Your help is greatly appreciated.
