Bob,
Yes we have all been there. Quite often it is heat and lubricating oil that
does the trick.
I prefer PB Blaster as oenetrating fluid of choice.
For the heat you can leave the allen wrench in the screw and heat the wrench
up gently with a torch and let the heat transmit
down ( or up ! ) to the screw.
Oil and heat repeatedly. Leave it alone for an hour or overnight - repat. You
may get lucky,
Only once have I had to saw up a knob to remove it - on a national HRO.
Otherwise pretty good luck with the above.
