I gather from an old AT&T long lines buddy of mine who used to work in the 
microwave department, it was mounted in the equipment via this ring.  (I'd 
imagine it went into the cavity and was used as a grounded grid amplifier) 
All that gear is gone now of course.

The 416B was a very high performance low noise amplifier at microwave 
ferquencies at the time.  It was the "last word" for 2 meters and 432 Mhz 
during its heyday.
