You can get 4.000 MHz crystals in the HC49/U housing for 46 cents each in single quantities, for 41 cents each in quantity of 10, or more, and for 37 cents each for quantities of 100 or more from Mouser.
Part number 520-HCA400-20X for 20 pf load
Part number 520-HCA400-SX for series
These are clock crystals and can be easily adapted to the larger pins/spacing of the FT-243, HC6/U, etc. if necessary.
The reason the crystals are so cheap is that tens of thousands of these are made at a time. I use various clock crystals in VHF/UHF converters, in other projects, etc., and they work very well.
