I'm not sure about that "filament/heater" difference. 
 
I know the difference between directly and indirectly 
heated cathodes (emission devices).  As far as I 
know, describing the cathode in THAT manner is the 
only way to differentiate the two. 
 
As far as I know, ALL filaments serve as heaters 
to either directly emit the electrons or to cause 
the separate cathode to do that function.
