That stuff is/was nichrome.  The best, maybe easiest was to solder, is 
do what Johnson said.  Clean the wire so where the connection will be is 
not tarnished.  Crimp the wire to the lug very tight to make a solid 
mechanical connection.  Then cover the connection with solder to hold it 
in place.

Making a low ohm shunt is best done with a bridge that will read that 
low.  If you don't have one, and most of us don't, then use the wire 
table to calculate the length needed from the size wire you have and cut 
the nichrome to that length then cover with spaghetti or heat shrink. 
It will be accurate enough.
