[Boatanchors] Line Noise

My experience a few years ago back in MD was somewhat different.

Suddenly began experiencing QRN as described by Bill.  Inspection  
quickly turned up a BADLY arcing tap off a 4800 volt line about a  
block from my QTH.  Technician from BG&E responded quickly, agreed  
there was a problem, then informed me that he could/would do nothing  
since no "break in service" had been reported and went on his way.   
The line burned through and fell down on the ground the next day at  
which time a crew finally showed up and made repairs.
