Have you proven the cost of a new battery to be prohibitive? There are now a number of aftermarket suppliers for rechargeable battery packs used in a variety of equipment.

If the cost of even an aftermarket battery proves to be too high, you might try disassembling the old pack and then replacing the internal cells. These are nearly invariably one of but few standard sizes.

A Google search for "rebuild battery pack icom 2at" yielded many hits. Of interest might be http://www.batteriesamerica.com/newpage2.htm

You could also build a big backpack in which you would keep a large deep cycle lead-acid battery of the type used for powering trolling motors and for starting boat engines. An umbilical would power your 2AT. Not only could you start the boat, but also could tie your assembly to the end of a rope to heave overboard to minimize drift (of the boat type). Had to keep a Boatanchors connection somehow...
