[Boatanchors] Slightly sticking HRO S-meter

Ian,
Carefully disassemble, and inspect under magnification. Look for
distorted springs etc. Dredge the gap area, where the coil moves, with
a sliver of scotch tape held in tweezers to, hopefully, remove magnetic
debris that causes this sort of behavior.
