[Boatanchors] Reforming Caps?

I agree with Nick on both points.  There's no concensus, and I'm a reformer 
(or a rebuilder if the electrolytic or paper originals are in cans) .  I'll 
add two further comments.  First, if it makes any difference, I and 
probably Nick are inherently thinking primarily about military or high end 
commercial sets, not consumer ones.  Second, I've learned the hard way to suspect 
and carefully check for undocumented modifications and/or wiring errors when I 
find a bunch of new capacitors or resistors in a vintage set and don't know 
who did it.

One exception to the lack of concensus - I don't think anyone will argue 
that it's a waste of time to test Sprague Black Beauties before replacing 
them.  :-)
