[Boatanchors] Reforming Caps?

I guess I just missed out. A month or so ago I pitched a box full into
the trash. I wouldn't think of using one. I have had too many
problems. I have had several fail but luckily never with a dead short.
I have had some leak so badly that I wondered why the B+ voltage was too
low. They were more of a resistor than a capacitor.
