The fuse and switch should be in the same line---this will be the "Hot" or
black lead. Fuse is the first item the cord connects to!
The other lead will be "Neutral" white lead
The Ground green lead goes to chassis
Now, get rid of that old cap to ground. It has served well.
Replace it with two approved line suppression capacitors. Use a X type
across the line (after the fuse) and a Y type from neutral to ground. There
are also some rated for either service X or Y. A typical value for these
would be 0.005 mfd, maybe as high as 0.01mfd.
