You just described a very rude ham from southern California who also 
shows up at the Arizona hamfests who has done that. He has also nearly 
gotten his butt kicked for trying to pull that nonsense.

Unfortunately, sniping has been around for on-line auctions for many 
years and I doubt it will be going away anytime soon.
