Unfortunately, that is the wave of the future with our government trying
to drive all industry offshore.  

A recent announcement by a company in California trumpeted their
development of a new process to machine titanium.  They happily
announced that they were now moving the operation to Mexico to support
the big Boeing contract they received.

[Warning: non PC comment follows] As we used to say in the Navy, "You
may not like the #$%^ing Chinese, but the Chinese like #$%^ing you"!
