[Boatanchors] Replacing 866s with 3B28s thread drift to CFLs

I just measured a bulb from Home Depot (SKU 160-678, 40 Watt equivalent that is 
rated at 14 Watts) using a digital wattmeter.  When I first turned it on it 
measured about 8.5 Watts but when it warmed up it topped out at 10.31 Watts, 
which is way under the rated amperage of 0.230A.  So this particular bulb needs 
about 1/4th the power of an equivalent incandescent.

Did you know CFLs power consumption is more then stated?  A 22 watt lamp 
they say is the same as a 100 watt incandescent lamp only tells you what the 
glowing part of the bulb draws.  They don't tell you what the electronics 
draw.  The total power consumption used by a "22 watt draw bulb"  is really 
around 47 or 48 watts.
