[Boatanchors] Replacing 866s with 3B28s thread drift to CFLs

Home Depot and Lowe's stock them here in Oklahoma City.
They are often available only in "contractor" quantities,
i.e., boxes of 12 or 24.  You may have to go to a specific
electrical supply house to find them.  They ARE becoming
more commonly available, though.
