I'm not 100% sure on this but I'm fairly sure the demonstration on camera was meant to convey to the citizens of Walker County Georgia how their tax dollars had just been outrageously squandered by the county, state and federal agencies involved.

Amount not reported in the reference. Where did the "less than one drop" come from?
