Re high power TV stations and for that matter, many FM stations,
consider that almost every TV station and almost all FM
stations use gain antenna systems.  Unless you manage to
drive close into the antenna system AND are at a location
roughly equal to the height of the radiating elements, the
actual signal strength is quite low near the base of the
tower.

This tends to be more of a problem if TV and FM
transmitters are located on roof tops of taller buildings
and there are close by buildings with occupied floor
levels about the same height at the antenna systems.
