I wouldn't do it. You'd need a good glob of epoxy to make it work,
and the chances of getting it on the threads I'd put at about 287%.
I've had luck with the "jam a jeweler's screwdriver in it" approach,
but if you get too froggy you expand the screw and make it worse.
Have you put penetrating oil on the set screw from the shaft side?
