Greetings and Felicitations:

Note that any line bypass capacitor connected from line to chassis must carry a class Y rating.  This capacitor if classed for X or Y service must not exceed .005 uF.  Higher capacitance values will pass AC current to chassis in excess of modern leakage standards.

The X capacitor (connected line to line) can have a much higher capacitance value.
