I would consider a pair transmit and receive built on the same punched flat 
metal plate. One plate all the holes for either.

A lot of new computer based modes out there. Try a good receiver front end 
and mixer down to audio into a computer sound card.

For the transmitter consider the VFO, modulator, Mixer and 50 watts final 
in tubes.

$99.00 Each and generic soft ware for the sound card.

You could do CW and pound your own brass or have the stuff you need to get 
active in Amateur for under $200.00.

I would make sure it went on 10 Meters because that's an antenna size most 
urban lawns will support.

You need to be able to put it together with a volt ohm meter and get it on 
the air.

So roll in a good VFO that can be beat and tested into the AM broadcast 
band as a base to build on. Lots of built in meter circuits. Do not switch the 
meter. Just put a movement on board. Then build the resistor pairs into the 
circuits so a set of meter leads can be used to probe the circuit and 
determine if the circuit is in voltage / current expectations.
