[Boatanchors] Viking II Modulation Low

The Modulation level on the Viking II I am working on is quite low.
Barely moves the Current Meter. I can listen to it on my HQ-180A,
but while the quality is good the level is low.

Time to drag out the scope and look at Audio levels along the line.

Does anyone have a notion what levels (Pk to Pk) I should be seeing ?
