[Boatanchors] need multimeter advice

I usually avoid Radio Shack products but they have a pretty good Fluke clone
which is sometimes on special. It has some of the features you don't
require, but it does a lot for around $80, and less if on sale. The one I
have is a 22-812, I really like mine and use it a lot.
