[Boatanchors] need multimeter advice

A Triplett 630 for a VOM and any Fluke for a DVM, even a vintage 8008. The 
630 has a 100K R multiplier range which is often good for basic cap leakage 
tests as well as its intended purpose. It doesnt sub for a real cap tester.
