[Boatanchors] 75A-4 Mod Question

Looking into this radio, I see a mod where someone has
put 3 caps (0.5, 0.47 & 0.25 mFD) in parallel. One end
goes to pin 7 of V16, the other end is a pink wire that
disappears under a bracket that holds two pots that I don't
see in the pictures in the manual.
The bracket and pots look very much like factory, so I assume
the manual I have is not for this S/N (36XX).

Anyone have an idea what this kluge is ??
