[Boatanchors] Collins 32S-3 Keying Problem

While I suspect a leaky VOX tube, a resistor that's changed value, or
perhaps a leaky capacitor in the VOX control, to save time before digging in
I thought I'd see if anyone has had a similar issue:

In CW mode, when I close the key at 100 watts with about a 2 second +/- VOX
delay, there is one quick bounce of the relay before engaging.  The keyed
note sounds like the flourish "ta-dah".  However, the TX keys properly when
I reduce the power.  It also keys properly when I decrease the VOX delay
time to near zero.
