[Boatanchors] Choke Info Needed

I have a couple of UTC chokes here of similar specs to what Mark was
looking for. Mine both measure about 97 ohms DC resistance. Mark's lower
DC resistance is consistent with the IT-28 measurement.

L is indeed dependent on current. However, this isn't a particularly useful
observation here, since inductance goes *down* with DC current, and 2H was
already less than what Mark was looking for.
