I'm not sure what you mean Duane. If you ship a 5 oz envelope by First
Class Mail from anywhere there is a valid USPS ZIP code to anywhere else
there is a valid USPS ZIP code. the postage is $1.56. If I ship that same
envelope to Canada, the postage is $2.07. If a ship the same envelope to
Mexico, the postage is $3.27.

Likewise, if I send a 1 pound package by Parcel Post from anywhere in the
U.S. to anywhere in the U.S. (includes Hawaii, Alaska, Puerto Rico, U.S.
Possessions), the postage is $4.90. If I send the same parcel from
anywhere in the U.S. to Canada, the postage is $5.01. If I send the same
parcel from anywhere in the U. S. to Mexico, the postage is $8.25. 

If I send this 1 pound package from anywhere in the U.S. to anywhere in
the U. S. by Priority Mail Flat-Rate (I'll use the Regular size Box), the
postage is $10.35. If I send the same 1 pound package to Canada by
Priority Mail Flat-Rate (Regular  box), the postage is $25.95. Likewise
if I send the same package to Mexico by Priority Mail Flat Rate, the
postage is $25.95. Note that the same Priority Mail Box can be used for
both U. S. and International shipments.
