Paul -

Yes, that cap can cause several strange problems, such as random VOX 
operation, CW Sidetone 'leak-through', etc.

But how does VOX hang 'partially' closed??  :-)

Fried finals are typically caused by Bias supply failure, not VOX 
failure.  Failure of the Bias supply allows the VOX relay to close, 
which by itself is not a catastrophic problem, BUT that same loss of 
bias also allows the finals to draw max (a LOT with sweep tubes) current 
rather than normal 100 mA.  By the way, this can happen with the 
transceiver sitting in Receive mode.

Any AC-3 or AC-4 with the original Bias supply electrolytics in it is a 
disaster looking for a time to happen.  Usually when you're out of the room.
