I agree with Dave and really like my ZM-11.  In addition to capacitance it also measures inductance, turns ratio, and has a couple of very high resistance ranges useful for checking leakage of transformers, insulators, etc.  The high voltage supply is derived by rectifying the output of an RF oscillator so if something being tested failed the load stops the oscillator preventing fireworks.

I really like my ZM-11.  
In the "leakage" mode, it applies voltage to the cap
all the time.  I check the current with the spring-return
current metering control once in awhile while reforming them.
It's a lot smaller than a ZM-3.  
I had a ZM-3 once and traded it off.  
Wish I'd kept it, now;  it's pretty ;-).
