As you mention:  A cap that measures "correct" at 10 volts might test
uber-leaky at operating voltage.
I and several others have been working with running rigs on lowered B+.
For example, I run "ARC-5" receivers at 24 volts, both on the filaments
and on the B+.  Leakage current in a screen bypass of 2 mA at 250 volts
might be undetectable at 24 volts.
The rig runs cool and stable.  There is a modest reduction of performance,
which I consider an acceptable trade-off.  I use an external amplified 
speaker.
The cap seems to be functional at this lower voltage level.
in your opinion-
All other factors being equal, will the cap continue to function at this 
level
for a reasonable time, or are we just fooling ourselves?
