You can do that on QRZ.com as well.  Choose "database" from the home page and then enter the name in the box.  If anyone with the particular name has a license issued by the FCC then the list will come up with the call.  If the licensee is "foreign", then they have to be registered with QRZ.com which is NOT automatic like it is for those who are licensed by the FCC.
