To set the rotor at half mesh I pulled the radio out of the case, then pulled the side off the chassis which I had to do to see clearly into the crystal assembly. I found that the stator had two 180 degree sections with small gaps making it in effect 360 degrees and the rotor was 180 degrees, which way was half mesh? I figured that I should put the rotor horizontal for half mesh, I did and then then looked closely at the wooden shaft and sure enough there was a red dot under the dust and I had had it exactly 90 degrees off. So if anyone has any problem with this like I did, just set it so the rotor is horizontal at 0. It's now warming up so I can reset L-37.
