Is there a breakdown posted somewhere detailing statistics
as this?

With all due respect to the community college systems, and
having been a student at one time in one, perhaps you are
correct the number of students requiring remediation is
overwhelming, but would that percentage also apply to the
more traditional institutions of higher education? 

I could be wrong, but I can't imagine the overwhelming
number of freshmen at the top 25 schools in the US are
requiring remediation training.

What are the numbers of high school graduates who
read at the 12th grade level, none of these are becoming
doctors and scientists?  My point is that you may very
well be correct in saying only 20% of HS grads
read at the 9th grade level, which you probably mean to
say that less than 20% of HS grads read at a higher level.

I guess I never met a doctor or a scientist who could only
read at a 9th grade level.
