[Boatanchors] Split stator cap

I have a couple of split-stator caps where both the stator and rotor for each section are opposed to the other.

In other words, one section has, when fully meshed, both the stator and the rotor on the bottom, while the other section is on the top.

I'm not referring to dual-differential caps, where when one section is fully closed the other is fully open.  These caps open and close each section in unison.

A couple of questions:  Why are they built this way?  And, will they work properly in a push-pull configuration?
