[Boatanchors] Meter Scale Drawing Software

I have a couple of meters that I would like to change the scale on.
I am looking for a simple S/W app that I can use to draw the new scales.

I did see one, but the cost and learning curve were more than I wanted to
invest in a couple of scales.
Anything else out there ? I did find a reference to an app by WB8RCR but
that page has evaporated.
