I sent this to a friend and he commented as follows:

As there is no Draconian language (except in Dr. Who), this is pretty
clearly tongue in check, not that some might take it seriously.

These days there are so many gullible fools and those who pray on them, it
is hard to separate the humorous over-the-top from the fraudulent.

I see this as good matured satire.
