Hi Bill,
    Except for maybe the old Navy stuff, RBL's, etc., "reasonable cost" is 
the biggie.  The old SP-200's, depending upon particualr model, would tune 
down thru the beacons (~150 kc abt the lowest) , and can be found 
reasonably.  But to get down to SAQ's 17kc, takes it out of the commonplace. 
Selective Voltmeters are a possibility, many of them tune down to 
practically DC and up to 500kc or more.  They can be found at good prices 
occasionally, and there are several makers.  I have a nice older 
Wandel-Goltermann (sp?) (not tube-type) that I got cheaply at a 'fest, have 
seen others of different mfg, old tube types too.
