Just ramblings about co-ax cable. 
the power handling cabibility with a 1;1 vswr will be limited by the
acceptable heating of the center condctor ie
IsqR losses, then as the vswr increases the losses in the dielectric may
a factor.
I have, in another life, measured voltage breakdown of many co-ax types ,
RG-174 thru RG-17, I have run 900 vdc in -174 and 
45kv in -17. These were of low currents tho.
