I have found that Excel is a straightforward way to to this.

I use a very simple format with the tube number in the first column,
quantity in stock in the second column, brief definition in the third
column (e.g. "2t med-mu" for medium-mu double triode), storage
location in the 4th column, notes (such as heater voltage, plate
dissipation for PA tubes, etc) in 5th and subsequent columns.

This allows you to enter the data fairly blindly, then once you have
most of it in:
  - sort by the 'definition' column
  - add blank rows between groups of similar devices
  - sort each group by the 'tube number' column

This would give you a set of groups (e.g. all the dual triodes together),
with the tubes sorted by number within the groups.

I have used this format to organize tubes, transformers, xtals, etc,
all with the same basic layout and no frills whatsoever.

The only real trick is finding the Sort command (somewhat unhelpfully
under the 'Data' menu).
