Any paper capacitor really needs to be replaced including those in plastic housing.  Those capacitors even go bad sitting, brand new, in a box on the shelf.  Even those that don't test as being leaky have a very good chance of going bad in the near future.

I notice some caps that look like next generation BBOD's, they seem in good shape. Do they suffer from the same fatal disease as their older counterparts ?
