You are trying to tell me the reference does not apply at the wattage 
being discussed.

A reference point MUST be specified when beginning a table.

The fact that the Author began at 0.006 Watts isn't really relevant.

If the power is doubled, it IS a 3dB increase, no matter where you 
begin.  To go from 100W to 200W is a 3dB increase in power.  if you go 
from 100W to 400W it is a 6dB increase in power.

Getting hung up on the reference point isn't the issue.  That is where 
it was chosen to begin the table, and I've also pulled out "The Radio 
Engineer's Handbook", Terman, 1943, page 1.

Guess what?  Same results.  Actually, very slight difference as they 
used a slide rule in that time frame.  So 3.0 dB increase in power shows 
as 1.99 times the original power.
