Richard,
I'm guessing, but I think it's likely that the tone control
potentiometer on your radio has been replaced.
I had the same issue when restoring an SX-17: the power switch was on
the tone control, and the tone control was scratchy and needed a new
pot. I quickly learned that it is almost impossible to find a linear
taper pot with a switch on it these days. The great majority of pots
assembled with switches are log taper, which is used on volume control
pots because of the logarithmic loudness response of human hearing. I
think it's likely that the person that replaced the tone control on your
SX-28 found the same thing, and so bought new pots for both tone and
volume and moved the switch wiring to the volume control.
More recently, I have learned that Radio Daze (and probably others) sell
various values of linear and log taper pots that will accept switches,
which they sell separately.
