John,

You have what was generally designed to be a VFO or "exciter" for higher 
powered transmitting gear but it could also be used by itself as a lower 
power CW transmitter.  A phase modulator plug-in was also available for 
some units.  There are a number of different styles and I have three 
different styled units; one was a WWII military unit with a "Millen 
like" dial with pointer that you could label and calibrate yourself and 
it came with all coils covering from the upper broadcast band through 10 
meters as I recall.  Unit 2 is a typical "ham" unit with a metal dial 
driven by a knob and pinch drive arrangement.  The third unit is the 
later version where the coils are on a switchable turret assembly 
instead ob being plug-in units.

So if your shifter uses plug-in coils (3 per band) then you would need 
to see what coils came with it to determine its capabilities.  If it is 
a turret unit AND it has 160 meter coil strips already in it then you 
are very lucky!

If you have an older transmitter that needs a "high power" VFO ; plan to 
build a high power transmitter and need an exciter, or if you want to 
use a CW transmitter that is somewhere above the low QRP level then you 
have a pair of exactly what you have always wanted and needed.  I 
believe the manuals for most versions are on BAMA and somewhere I have a 
PDF of a Meissner book that has info on the shifters (disparagingly 
referred to as  "signal drifters" by those who  wanted nothing less than 
xtal stability).
